For Microsoft FrontPage users:
1. Right-Click and go to "Page Properties...".
2. Click onto the "Formatting" tab.
3. Where it says "Browse..." for Background, get your image, double-click and click OK.
For HTML users, put this code into your page AFTER you close your heading (</head>):
